All tested then uninstalled. Full restart reinstall of signal, full restart still not working. ProNoob please open a separate bug report. Make sure to fill out the issue template and include a debug log. Without it, it's really hard to figure out what's going on.
Edit: someone says "beta is" I do not know what that means. I am commenting on the version available in Google play store. Edit2: haffenloher I'm not opening up another report it's the same issue. I will just delete the app and advise my friends having the same issue to give up also.
Cheers - and good luck. ProNoob : This issue should be fixed in version 4. The developers are most likely doing a staged rollout, so if you're still on 4. As haffenloher said, it's impossible for anyone here to figure out what's going on on your device unless you can share a debug log.
I somehow got it fixed on my oneplus! Not sure exactly what fixed it, but I think the most important thing was downloading "Carrier Services" from the google play store. I followed the troubleshooting suggestions below as well and made sure I gave signal unrestricted access to everything and also restarted a few times.

So I installed version 4. MMS downloading with beta 4. This is absolutely not "fixed". This-is-me Comet. Open samsung members app. Look at bottom of page, select get help. Now go perform your procedure to get your complaint. Soon as it malfunction, go to get help, send log with your concern. Samsung tech will respond within a few days with some resolve. I will try that. Thanks i will definitely do that so they can see how often this happens!
