You need to download the library content and link it to Encore. See Library, title templates, template projects missing and Download full library content for Encore. Dynamic link no longer works in Premiere Pro.
However, you can still import content from Premiere Pro into Encore with a couple of different workflows. Your project may be corrupted. Encore has very nice user interface, can do almost anything but has a lots of bugs. If you work on one DVD and then load project for second it will get stuck. Sometimes you can restart program but sometimes you have to restart windows.
If you are a masochist, this is a must use. Subtitling with Encore is not an easy task. I find working with Subtitle Workshop 4 much better but I need Encore's features as well.
